Executive Board

Steven Henderson

Editor in Chief

Steven is a third-year law student from Madison, AL. He graduated in 2023 from Liberty University, where he majored in Public Policy from the Helms School of Government. At Notre Dame, Steven serves as the Editor-in-Chief of the Notre Dame Journal of International and Comparative Law, an oralist and brief writer on Notre Dame’s Moot Court Board, a student practitioner in the Lindsay and Matt Moroun Religious Liberty Clinic, and a student ambassador in the admissions office. During his1L and 2L summers, he worked as a summer associate in the Nashville, Tennessee, office of Womble Bond Dickinson (US) LLP, where he looks forward to returning after graduation. Steven’s favorite podcast is The Explorers Podcast by Matt Breen.

Noni Guvenoz

Executive Editor

Noni is a third-year law student from St. Charles, IL. She graduated with a degree in accountancy from DePaul University. At Notre Dame, Noni serves as the Executive Editor for the Notre Dame Journal of International and Comparative Law and is a member of the Tax Law Society. During her 1L summer, Noni prepared for and passed the CPA examination, and during her 2L summer, Noni served in the tax consulting department of Deloitte in Chicago. Noni’s favorite podcast is Tales from the Breakroom.

Matt Burgess

Matt is a third-year law student from Albany, NY. He graduated with a degree in economics from Boston College. During his 1L summer, Matt interned at the United States Attorney’s Office in Albany; as a 2L, Matt interned for Judge John Sherwood, of the United States Bankruptcy Court for the District of New Jersey in Newark. Matt’s favorite book is Piranesi by Susanna Clarke.

Arthur Kasowski

Executive Managing Editor

Arthur is a third-year law student from Chicago, IL. He graduated from the University of Illinois - Chicago with a degree in political science and economics. During his 1L summer, Arthur interned with the Illinois Department of Financial and Professional Regulation; as a 2L, Arthur served in the prestigious 711 Program and interned in the Cook County State Attorney’s Office. In addition to his work on the Journal, Arthur is a participant in the Program for Defense of Mexican Nationals in the Exoneration Justice Clinic and an active member of the Health Law Society. Arthur’s favorite film is Dr. Strangelove.

Gabrielle Marie Penna

Gabrielle is a third-year law student from Wilmington, DE. She graduated from the University of Notre Dame with degrees in French, peace studies, and anthropology. Gabrielle spent her 2L year obtaining an LL.M. from the Paris-Panthéon-Assas University in Paris. Her 1L and 2L summers were spent as a summer associate at Dunning Vallejo & McDonald in New York City. Gabrielle’s favorite book is Notes from Underground by Fyodor Dostoevsky.
